Press release following the 110th session of the Government of Republic of Srpska


The Government of Republic of Srpska approved the Draft Law on Amendments to the Law on Fishery during its 110th session held on 25 February 2021 in Banja Luka.  

The Law on Fishery was passed in 2012 and was followed by enactment of many rulebooks aimed at protecting and improving the fish stock in fishing waters, natural habitats and biodiversity on one side and development of aquaculture on the other.

The proposed amendments to the Law give individuals the opportunity to perform aquaculture activities whereas according to the valid law, in order to perform this activity, one had to be registered as entrepreneurs.

These amendments define and regulate fish farming facilities, where, in addition to the usual facilities, closed aquaculture facilities are listed which implies or includes water recirculation during farming which directly affects the costs of farming and defines the obligations and rights of entities that are engaged in the cultivation of genetic material (fertilized eggs, fish fry and fish) for restocking in order to preserve the optimal structure and size of population of indigenous fish species in fishing waters and biological diversity.

In order to protect, monitor, plan and develop resources in fisheries, the Law envisages the adoption of the Fishery and Aquaculture Development Program as a planning document that provides a long-term management policy for the fishery and aquaculture sector for a period of 20 years.

The Draft Law especially emphasizes the protection of sources of rivers, streams and creeks as parts of fishing waters in order to prevent their pollution and also amended the provisions governing inspection supervision and reduced the fines prescribed for actions that qualify as offenses by this law.  

The Government adopted the Report on implementation of the 2020 Employment Action Plan of Republic of Srpska which through implementation of 6 programs foresaw that funds in the total amount of BAM 16,901,413.30 would be utilized for employment and self-employment of 3,292 persons.

As of December 31, 2020, according to all realized employment programs, funds in the amount of 15,187,895.68 were approved for employment of a total of 2,888 persons. From the approved number, 2,033 persons were employed and funds were realized in the amount of BAM 10,501,476.04.

Due to the consequences caused by the COVID-19 pandemic, the implementation of the Employment Action Plan for 2020 has been delayed, so that for some of the programs the duration of the Public Call was extended until 31 December 2020. Therefore, the realization of a certain number of approved requests shall continue in 2021.

According to the information contained in the Report, as of December 31, 2020, a total of 29,879 persons have been removed from the records of the Employment Bureau of the Republic of Srpska on the basis of employment and private activity which makes an average of 2,490 persons removed from the unemployment records per month.

The Government of Republic of Srpska adopted the Information on Obligations of BiH and the Republic of Srpska related to the process of joining the European Union with an overview of measures and activities implemented in the course of 2020.

The information will be sent to the National Assembly of the Republic of Srpska for consideration.

The Government of Republic of Srpska adopted the Program for Resolving the Issues of  Displaced Persons, Returnees and Refugees for 2021 as well as the Report on Implementation of the Program for Resolving the Issues of Displaced Persons, Returnees and Refugees in 2020.
